What is OTAR?
The Overseas Territories Aviation Requirements are the regulatory framework applied across the UK Overseas Territories, administered by Air Safety Support International on behalf of the UK CAA. OTAR Part 125 covers air operator certification and operations, and Part 145 covers maintenance organisations. Operators in Bermuda, the Cayman Islands, the British Virgin Islands, Anguilla, Montserrat, the Turks and Caicos Islands, Gibraltar and the Falkland Islands work to OTAR rather than to EASA or FAA rules.
Why does OTAR matter when choosing SMS software?

Does this certify OTAR compliance?

The operator remains responsible for its approved procedures, data completeness, accountable decisions, and demonstrating compliance to ASSI or the relevant authority.
Is this suitable for an AOC applicant rather than an established operator?
Yes, and applicants often benefit most. Standing up an SMS from nothing during certification means building the reporting culture, the risk register, the audit programme and the evidence trail at the same time as everything else. Starting on a system that already understands the clause structure removes one problem from that list.
How does this relate to ICAO Annex 19?
Annex 19 sets the SMS framework that OTAR implements: safety policy and objectives, risk management, safety assurance, and safety promotion. Aurora is organised around those four components, so the OTAR clause mapping sits on top of a structure that already matches the underlying standard.
What about maintenance under OTAR Part 145?
